OUTLINE JOB DESCRIPTION – CHILDREN’S SERVICES JOINT COMMISSIONING MANAGER

JOB TITLE: Children’s Services Joint Commissioning Manager

JOB PURPOSE:

To co-ordinate the development, implementation and monitoring of a joint commissioning strategy for children’s services, ensuring key stakeholders, particularly children and young people are involved at all stages. The commissioning strategy must be evidence based and should deliver Best Value.

KEY AREAS \ TASKS

  1. To develop a rolling three year joint commissioning strategy. This includes developing the strategy and implementation plans.
  2. To ensure there is an effective and inclusive planning system. This should involve all key stakeholders from the local community, voluntary, private and statutory sectors.
  3. To develop innovative methods for the ongoing participation and involvement of children, young people and their families and carers.
  4. To ensure the joint commissioning strategy is informed by an analysis and understanding of local need and services. This includes data on the local population and activity and financial information on local services.
  5. To ensure the joint commissioning strategy has clear aims and objectives with performance indicators and targets.
  6. To co-ordinate arrangements for undertaking options appraisals or similar exercises in order to ensure Best Value.
  7. To ensure all services procured, regardless of service provider, have agreed outputs and outcomes which take account of statutory responsibilities.
  8. To develop and manage any Pooled Budgets on behalf of the signatories to the Section 31 agreement/s.
  9. To develop and monitor project plans for delivering new or improved service developments identified in the joint commissioning strategy.
  10. To provide regular monitoring reports on delivery of the joint commissioning strategy, including progress with developments, reports on performance indicators and reports on adherence to statutory requirements.
  11. To co-ordinate arrangements for evaluating the joint commissioning strategy.
