2.2   Partnerships and Planning

Durham They have a County wide Children and Young People's Partnership which is linked to the Durham Strategic Partnership. They also have 5 Local Strategic Partnerships and it appears that there is a locality planning of children and young people's services. Each locality organises things differently eg. in one there are 3 planning groups - 0 to 5, 5 to 13 and 14-19 this is not the case in any of the other localities.

3 sub-groups report to the CYPSP - Children's Fund Executive, Local prevention Strategy and Integrated Assessment and the ECM Implementation Team. This ECM team is co-ordinating work on commissioning, auditing needs and services, communication and some pathfinders. (See below under integrated services)

Oxfordshire Finalising Best Value Review of Children's Services and have task groups working on 6 priority areas:
Family support and early intervention for vulnerable children and families
Strengthening multi-agency support to the educational achievement of vulnerable groups of children.

Harrow The Harrow Strategic Partnership Board (LSP) has an Executive Group. A number of groups are linked to this including a Children and Young People's Reference Group and a Children and Young People's Partnership Group. 3 names groups reported to the Partnership Group - Commissioning Group, Integrated Services Working Group and Local Safeguarding Board. They have a Pathfinder Management Group and appear to be developing locality based pathfinders which promote integration. The scope of the pathfinders will address the developmental and critical transition points in the lives of children and young people - they notes these as aged 3,5,11,16 and 19. They have developed "some defining features on integration".
