OUTLINE CONTENT OF TEAM BUSINESS PLANS
PILOT PHASE – FOR HARROW CHILDREN’S SERVICES
1. Service Description
Be clear about your core business, statutory responsibilities and national priorities.
2. Corporate Priorities
3. Directorate Priorities
4. Team Aims and Objectives
Include an aim which summarises what you are seeking to achieve. List your objectives. These will assist you to achieve your aim. Objectives should be SMART:
- Specific
- Measurable
- Achievable
- Realistic
- Timed
5. Resources Available
- Financial - The budget including expenditure and income and any information on unit costs.
- Buildings - Where you are based, where you deliver your service from and other buildings used.
- Information Technology - Hardware and software.
- Human Resources - Staffing establishment, qualification and skills.
6. Making Improvements

7. Balanced Scorecard – Indicators of Success
See separate resource which includes a Balanced Scorecard for Children’s Social Care services. Work is taking place to develop this to include the full range of functions covered by Children’s Services in Harrow . Information on the indicators included in the balanced scorecard will be reported monthly to senior managers. Business plans will include team Balanced Scorecards made up of the relevant indicators from this list and local indicators selected by the team.
8. Team Training and Development Plan
Linked to the SWOT analysis, your plans and priorities and summary og individual training needs analysis.
9. Risk Assessment
A list of the risks which might affect the delivery of your plans and how you might deal with these.
10. Monitoring Arrangements
How you will keep a check on delivering your plans.
Appendix 1: SWOT
An analysis of the team’s strengths, weakness, opportunities and threats. In Harrow this was one of the exercise completed in a series of team workshops. Three to five teams attended each workshop. The analysis was used to inform decisions on the business plan priorities for action.
Appendix 2: Views of Children, Young People and Families
A summary of what you know about the views children, young people and families have of the service/s your team provides. This could be drawn from user surveys, complaints or compliments, feedback given at reviews, informal comments etc. These should inform your selection of priority areas for action.
